Frank Bartley is the founder of Bartley Consultants. Frank formed the Company in 1991 and was the Managing Director until 2005. Frank is now retired, although he still maintains a keen interest in the research of roading materials. Frank has over 40 years experience in civil engineering primarily as a Consultant involved in all aspects of investigation, design and construction supervision. Between 1991 and 1997 he was involved in the management of a variety of civil engineering tasks related to the establishment of open cast gold mines in Central Otago and the West Coast. From 1997 to his retirement Frank provided roading and general civil engineering services and advice to Transit New Zealand (now NZTA), Local Authorities, Developers, Contractors and other Consultants.
Dr Ross Peploe is a Director of Bartley Consultants Limited. Ross has a thorough knowledge of the AUSTROADS pavement design procedures and is the lead pavement designer on numerous projects for NZTA, Local Government, Contractors and private clients. He has worked on a number of pavement design projects including more recently the Tauranga Eastern Link and SH18 Hobsonville Deviation. Ross was also the pavement reviewer for SH20-1 and the Northern Busway (northern sector) projects. Ross has been the key researcher on a number of Transit New Zealand, Transfund and Land Transport New Zealand research projects. Ross has a Phd from Auckland University where he studied the response of basecourse aggregates to repeated simple shear loading conditions. Ross is a Chartered Engineer and a Member of the Institution of Professional Engineers New Zealand and the Road Engineering Association of Asia and Australasia.

Andrew Deakin is a Director of Bartley Consultants Ltd with over 19 years experience as a consulting engineer. Over the past 10 years, at Bartley Consultants, Andrew has been extensively involved in pavement analysis and design, operational asset management, developing work programmes, roading geometric design, stormwater design, preparation of contract specifications, contract management roles including Engineer to Contract, project management and client relationship management. Andrew has a very good undertanding of the Austroads pavement design procedures and provides technical support for the CIRCLY multi-layer elastic pavement design software in New Zealand. He has a very good understanding of Local Government and NZTA procedures and funding requirements. Andrew holds the degree of BE(Civil). He is a Chartered Professional Engineer and a Member of the Institution of Professional Engineers New Zealand.

Gary Dainton is a senior member of the Bartley Consultants team. Gary has over 25 years civil engineering experience in local government and consulting roles. Gary was employed by Auckland City Council for 19 years and spent the first 15 years focused on stormwater, sewage and pump station projects. The next 4 years were spent in the roading team where he was involved in managing Auckland's sealing programmes, designing and supervising a wide variety of roading project work including pavement rehabilitations, town centre upgrades and intersection improvements. Gary's specialist areas of expertise include stormwater modelling and design, pavement engineering and road design. Gary's involvement in these disciplines has included managing the investigative phases of projects, design, draughting, specification and contract documentation preparation, contract management and project management. Gary has a very good knowledge of the HEC HMS and HEC RAS stormwater modelling software and the CIRCLY pavement design software. Gary holds an NZCE (civil) and is a Registered Engineering Associate.

Paul Williamson is a senior member of the Bartley Consultants team. He has extensive sealing experience that was acquired during his time managing the Auckland Motorway sealing contract for Sailnet. Paul also spent considerable time seconded to Auckland City Council as a roading asset manager and is currently seconded to the Auckland Road Maintenance Alliance (ARMA) in an operational asset management role. At Auckland City Council, Paul was involved in the preparation of the Asset Management Plan, LTNZ/NZTA reporting, developing the 1 year works programmes for resealing and pavement rehabilitation/reconstruction works and providing technical surfacing and pavements advice. Paul's main tasks at ARMA include programme development, site validation of dTIMS output, treatment selection and optimisation of renewals programmes, project feasibility reports for pavement rehabilitation and road reconstruction sites and site monitoring of pavement and surfacing works. Paul holds an NZCE (civil) and is an associate member of IPENZ.

Robert Megaw is a Senior Engineer at Bartley Consultants with over 20 years experience in both consulting and local government roles. Robert was seconded to Auckland City Council from 2006 to 2009 where he was the asset manager responsible for Auckland City Councils footpath renewal programme of works which totalled about $30M at the time. Robert was also involved with the development of 1, 3 and 10 year forward works programmes, assisting with annual planning, asset valuation, LTNZ/NZTA funding, engineering standards reviews and the preparation of Asset Management Plans. Robert is also an experienced user of RAMM and was Auckland City Councils Transport Group adviser on project completion documentation. More recently Robert has been involved in the design of pavement rehabilitation and road reconstruction projects in the north Auckland area for Auckland Transport. Robert holds the degree of BE(civil).

Edwin Chong is a Senior Engineer at Bartley Consultants with over 18 years Civil Engineering experience. He has been involved in the project management and contract management for a wide range of civil engineering and transportation projects. Edwin has recently supervised the implementation of road rehabilitation works on Waiheke Island and in Papakura for Auckland Transport and has assisted URS with MSQA tasks on the Maioro St interchange project. Before joining Bartleys in 2008, Edwin was the senior project engineer for the SH20 Mt Roskill Motorway Extension Project, where he demonstrated his technical abilities in traffic management planning (Levels 1 to 3), stakeholder and landowner liaison, and urban local road and intersection construction supervision. Edwin holds a Bachelor of Engineering (Civil) degree and a Masters of Engineering Studies (Transportation). He is a Chartered Professional Engineer and a Member of the Institution of Professional Engineers New Zealand.
Simon is a Senior Engineer with Bartley Consultants with over 8 years experience in the roading industry. Early in his career, Simon spent three years in a civil engineering laboratory where he was the asphalt laboratory supervisor which entailed asphalt design, testing, supervision and training of staff. Other responsibilities in this role included research and development of asphalt and bitumen related products. He was also involved in site investigations such as Benkelman Beam, Scala Penetrometer, Nuclear Densometer, CBR and skid testing. Over the past 5 years Simon has been employed as an engineering consultant and has been involved as a pavement designer on a number of landmark infrastructure projects including the SH1 Newmarket Viaduct Replacement, DART 6 New Lynn Rail Trench, Central Connector and the SH20 Waterview Connection project. Simon holds a Bachelor of Engineering (Civil) degree and is currently studying towards a Masters in Engineering.

Greg Seed is a Senior Engineer at Bartley Consultants with over 7 years of pavement design and general roading experience. Greg has a very good knowledge of the Austroads pavement design guidelines, the Economic Evaluation manual, NZTA and local government funding requirements. Greg has been the lead designer and supervised the construction of many pavement rehabilitation and road reconstruction projects over the past few years for Auckland Transport (formerly Auckland City Council and Manukau City Council). More recently Greg was been the key point of contact for all pavement related queries to the construction team on the $200M SH18 Hobsonville Deviation project. Greg holds a Bachelor of Engineering (Civil) degree and is currently studying towards a Masters in Engineering.

Ban Abdul-Rassol is an Engineer at Bartley Consultants with over 20 years experience on roading, traffic and general civil engineering projects. Over the past 6 years Ban has been involved in the geometric design and preparation of construction drawings for a wide range of roading and transportation projects in the Auckland region. Most recently this has included road widening and rehabilitation projects on the Hauraki Gulf Islands and in Papakura for Auckland Transport. Ban is a proficient user of the MXRoads geometric design software and AutoCAD draughting software. Ban holds a Bachelor of Science (Civil) degree and Masters of Science.
Denise Valerio is a CAD Technician at Bartley Consultants. Over the past 3 years, Denise has provided CAD support and assistance on technical drawings for various projects in the Auckland Region. Most recently this has included design drawings for Pavement Rehabilitation and Road Reconstruction sites in the Manukau, North Shore and Rodney Areas. Denise holds a Bachelor of Science in Architecture and is a proficient user of the AutoCAD draughting software.
