Bartley Consultants Ltd (BCL) is an Auckland based engineering consultancy that specialise in roads and highways and general civil engineering projects.

Bartley Consultants Ltd (BCL) is an Auckland based engineering consultancy that specialise in roading, transportation and general civil engineering projects. These projects include the design of new roads, road widenings, seal extensions, the rehabilitation design of road pavements for local Councils, Auckland Transport and NZTA and the design of heavy duty industrial pavements. In addition to this Bartley Consultants have in-house stormwater and flood mitigation design expertise. These projects have most recently included the design, consenting and implementation of large box culvert solutions to mitigate flooding on Great Barrier Island and stormwater treatment solutions for road runoff in the Beachlands area.

Andrew Deakin

Andrew Deakin

Andrew Deakin is a Director and Principal Engineer at Bartley Consultants with over 30 years experience as a consulting civil engineer in New Zealand and overseas. Over the past 23 years, at Bartley Consultants, Andrew has been extensively involved in pavement analysis and design; developing renewals work programmes, roading geometric design, culvert design, preparation of contract specifications, contract management roles including Engineer to Contract and project management. Andrew has a very good understanding of the Austroads pavement design procedures and provides technical support for the CIRCLY multi-layer elastic pavement design software in New Zealand. Andrew’s project experience includes being the lead pavement designer on the SH20 Mt Roskill project, SH16 Lincoln Road interchange upgrade project and the SH1 Papakura interchange upgrade project, senior pavement designer on the Transmission Gully project and internal pavement reviewer for the Penlink, SH1 Papakura to Drury and Eastern Busway projects. He has also been the lead pavement designer or design reviewer on numerous pavement rehabilitation, safety and land development projects. He also managed the Hauraki Gulf Islands professional services contract from 2008 to 2012 and has managed the pavement design of numerous small to medium sized projects in the Waikato, Auckland, Northland and Fiji. Andrew holds the degree of BE(Civil). He is a Chartered Professional Engineer, a Chartered Member of Engineering New Zealand and a member of the National Pavement Technical Group.

Edwin Chong

Edwin Chong

Edwin Chong is a Director and Principal Engineer at Bartley Consultants with over 28 years Civil Engineering experience. Edwin has worked for the Road Development Team South at Auckland Transport since 2013 where he has managed the Puhinui Road and Lambie Drive Improvements project, the implementation of the minor safety programme of works in the southern area and the implementation of the double decker bus enabling works citywide. Prior to this role Edwin carried out the MSQA for Stage 1, 2 and 3 of the SH16 Lincoln Road Interchange ECI project and assisted URS with MSQA tasks on the SH20 Maioro St interchange project. Between 2008 and 2011 Edwin project managed and was the engineer’s representative on numerous small to medium sized roading projects in Papakura and on the Hauraki Gulf Islands. In Papakura these projects covered the former District Councils road reconstruction, pavement rehabilitation and seal extension programmes of work. Before joining Bartleys in 2008, Edwin was a senior project engineer for the SH20 Mt Roskill Motorway Extension Project and prior to this he was involved with a wide range of Transit New Zealand motorway and state highway improvement projects and bridge maintenance projects. Edwin holds a Bachelor of Engineering (Civil) degree and a Master of Engineering Studies (Transportation). He is a Chartered Professional Engineer and a Chartered Member of Engineering New Zealand.

Ross Peploe

Ross Peploe

Dr Ross Peploe is the Lead Technical Advisor - Pavement Engineering at Bartley Consultants Limited. Ross has over 40 years of pavement engineering related experience. He has a thorough knowledge of the AUSTROADS pavement design procedures and is the lead pavement designer on numerous projects for NZTA, Local Government, Contractors and private clients. He has worked on a number of large roading projects including more recently SH1 Papakura to Drury, Penlink, Transmission Gully, Huntly Bypass, Cambridge Bypass and the Tauranga Eastern Link. Ross has also been the external pavement reviewer for a number of significant roading projects including most recently the SH1 Papakura to Drury Stage 1B2 project, Waikato Expressway Rangiriri Section, the SH16 Waterview Causeway project and the SH16 Waterview Connection project. Ross has been the key researcher on a number of Transit New Zealand, Transfund and Land Transport New Zealand research projects and has been a reviewer on a number of recent NZTA research projects. Ross has a PhD from Auckland University where he studied the response of basecourse aggregates to repeated simple shear loading conditions. Ross is a Chartered Professional Engineer and a Chartered Member of Engineering New Zealand and a member of the Road Engineering Association of Asia and Australasia. He is also a past member of the National Pavement Technology Group.

Pritesh Karan

Pritesh Karan

Dr Pritesh Karan is a Principal Engineer at Bartley Consultants Limited with over 14 years of experience in Consulting and Contracting roles. Pritesh has an excellent knowledge of the AUSTROADS and NZTA pavement design procedures and has undertaken pavement designs for NZTA, Local Government and private clients. Pritesh is the lead pavement designer on the Penlink project and most recent stage of the Eastern Busway project. He is also the lead pavement designer for the Auckland International Airport Ltd Laurence Stevens Drive (stage 1) redesign and Verissimo Drive projects. In addition to this Pritesh has extensive pavement rehabilitation design experience in the Auckland Transport Road Corridor Maintenance (RCM) contracts and NZTA Network Outcome Contracts (NOC’s). Pritesh has research experience in unsealed road maintenance, Recycled Crushed Concrete (RCC), Inductive Power Transfer (IPT) Technology, Repeated Load Triaxial (RLT) and pavement material testing. Pritesh has a PhD from the University of Auckland where he studied the response of basecourse aggregates to repeated cyclic loading under varying loading conditions. Pritesh is a Chartered Professional Engineer, a Chartered Member of Engineering New Zealand and a member of the NZTA Resource Efficiency Group.

Gary Dainton

Gary Dainton

Gary Dainton is a senior member of the Bartley Consultants team. Gary has over 40 years civil engineering experience in local government and consulting roles. Gary was employed by Auckland City Council for 19 years and spent the first 15 years focused on stormwater, sewage and pump station projects. The next 4 years were spent in the roading team where he was involved in managing Auckland's sealing programmes, designing and supervising a wide variety of roading project work including pavement rehabilitations, town centre upgrades and intersection improvements. Gary's specialist areas of expertise include stormwater modelling and design, pavement engineering and road design. Gary's involvement in these disciplines has included managing the investigative phases of projects, design, draughting, specification and contract documentation preparation, contract management and project management. Gary’s project experience includes seal extension designs, pavement rehabilitation projects on rural roads, busy urban roads and state highways, new roads and motorway pavement design. Most recently Gary has managed the pavement MSQA for the Drury South Crossing project and has been the engineers rep on Auckland Transports Hingaia Road widening project, Manukau Road (Pukekohe) Streetscape Upgrade, Avenue Road Bus Station and Half Moon Bay Bus Terminal projects. Gary has a very good knowledge of the HEC HMS and HEC RAS stormwater modelling software and the CIRCLY pavement design software. Gary holds an NZCE (civil) and is a Registered Engineering Associate.

Greg Seed

Greg Seed

Greg Seed is a Senior Engineer at Bartley Consultants with 20 years of pavement design, civil design and general roading experience. Greg has a very good knowledge of the Austroads pavement design guidelines, the Economic Evaluation manual, NZTA and local government funding requirements. Since 2012, Greg has carried out the pavement rehabilitation designs for Fulton Hogan on their Road Corridor Maintenance Contract with Auckland Transport in the Southern contract area. Prior to this, Greg was the lead designer and supervised the construction of many pavement rehabilitation and road reconstruction projects for the former Manukau City Council (2008-2012) and Auckland City Council (2005-2008). Greg was the key point of contact for the MSQA of all pavement construction for the $455M SH2 Tauranga Eastern Link, $200M SH18 Hobsonville Deviation and $400M Huntly Bypass project. He also carried out MSQA for the Transmission Gully project. Greg has had roading and general civil engineering design and MSQA roles on the PSMC005 Auckland North contract for Transit New Zealand, Central Transit Corridor project for Auckland City Council and Central Motorway Junction project for Transit New Zealand. Greg holds a Bachelor of Engineering (Civil) degree and a Master of Engineering (Hons, Transportation/Asset Management).

Robert Megaw

Robert Megaw

Robert Megaw is a Senior Engineer at Bartley Consultants with over 30 years experience in both consulting and local government roles. Robert is predominantly involved with carrying out the pavement rehabilitation designs for Fulton Hogan and Ventia on their Road Corridor Maintenance Contracts with Auckland Transport. He also carries out the design of new and upgraded pavements for private land development clients and carries out the pavement design for safety improvement and intersection upgrade projects in Auckland. Prior to this project work, Robert was seconded to Auckland City Council from 2006 to 2009 where he was the asset manager responsible for Auckland City Councils footpath renewal programme of works which totalled about $30M at the time. Robert was also involved with the development of 1, 3 and 10 year forward works programmes, assisting with annual planning, asset valuation, LTNZ/NZTA funding, engineering standards reviews and the preparation of Asset Management Plans. Robert is also an experienced user of RAMM and was Auckland City Councils Transport Group adviser on project completion documentation. Robert holds the degree of BE(civil).

Kent Johnson

Kent Johnson

Kent Johnson is an Intermediate Engineer at Bartley Consultants with 7 years’ experience in both consulting and contracting roles. Kent has been the pavement designer on the NZTA SH1 Papakura to Drury (Stage 1B1) project and NZTA Weigh in Motion project. Kent is also involved with carrying out the pavement rehabilitation designs for Fulton Hogan on their Road Corridor Maintenance Contracts with Auckland Transport and carrying out the pavement design component of safety improvement projects. He has undertaken the design of new and upgraded pavements for private land development clients in the Waikato and Auckland Regions. Prior to these project roles, Kent was the Downer Cadet young professional winner in 2018 and 2019. Kent has an excellent knowledge of the Austroads design procedures for flexible and rigid pavements and is a competent user of the Circly mechanistic pavement design software. Kent has a Diploma of Engineering (NZDE and NZDEP).

Minal Goundar

Minal Goundar

Minal Goundar is an Intermediate Engineer at Bartley Consultants with over 10 years experience in both consulting and contracting roles. Minal’s time is split between road geometric design where he is a highly competent user of the Civil3D software, pavement design and MSQA. Minal has completed the pavement design for rehabilitating sections of SH20, pavement widening design for a section of SH2 and has completed the design of pavement rehabilitation projects for Auckland Transport roads. Minal has completed the geometric design for Far North District Council rural pavement rehabilitation sites and sections of State Highway 16 that require shape correction due to settlement. Minal is also actively involved in MSQA where he has monitored the construction of safety improvement projects on Swanson Road, Atkinson Ave, Ash and Rata St in Auckland. He has also carried out construction monitoring of the cycleway project in Taniwha St in Glen Innes, Auckland. Minal holds a Bachelor of Engineering Technology from Unitec.

Kunal Kumar

Kunal Kumar

Kunal Kumar is an Intermediate Engineer at Bartley Consultants with materials, contracting and consulting experience. Kunal spent two years working as a laboratory technician with Fulton Hogan where he developed a very good understanding of materials testing and QA testing for road construction projects. He has also worked as an Engineer for CPB Contractors on the Bayfair to Baypark project in Tauranga where he was involved in Earthworks and Pavement construction. Since joining Bartley Consultants Kunal has been involved primarily in the MSQA of asphalt works and has also carried out the design for pavement rehabilitation projects. Kunal has a BE(Civil) and Diploma in Construction Project Management.

Thimosha Dharmaratne

Thimosha Dharmaratne is a Graduate Engineer at Bartley Consultants. Thimsoha has been involved in the design of pavement rehabilitation treatments on SH20 and various sites around Auckland. He has also designed new road pavements for land development projects around the Auckland region. Thimosha holds a Bachelor of Engineering (Civil) degree.

Denise Valerio

Denise Valerio is a Senior CAD Technician at Bartley Consultants. Since joining Bartley Consultants in 2008, Denise has developed into a highly proficient CAD operator. Denise is also on Bartley Consultants Health and Safety Committee and manages the Circly pavement design software subscriptions. Denise carries out most of the CAD drafting for Bartley Consultants on their projects and the large projects that Bartley Consultants contribute to. The majority of Denise’s time is spent preparing high quality design plans or construction plans for Bartley Consultants pavement rehabilitation projects, land development projects and significant NZTA or Auckland Transport projects. Denise holds a Bachelor of Science in Architecture and is a highly proficient user of the AutoCAD draughting software.
